The Organization of American States, at the request of the President of the Republic, His Excellency René Préval, has decided to send an Election Observation Mission (EOM) to support the electoral process of 2010. In the parliamentary elections of February 2010, the OAS has planned to deploy some 80 observers, and is expected to double the presidential elections in November 2010.
The purpose of the Electoral Observation Mission (EOM) is to support the electoral process, to identify strengths and weaknesses in the organization of elections in order to strengthen the capacity of the Provisional Electoral Council. In this spirit, the Electoral Observation Mission (EOM) has to follow up recommendations in order to ensure the establishment of an electoral process transparent, inclusive and democratic.
The OAS has also decided to continue to provide technical support to the CEP, through training of officials of the Provisional Electoral Council to increase the autonomy of the Authority in relation to international actors and strengthen the sustainability of aid made up 'here. This training will be made after the elections and is designed as a prerequisite for the POC may be able to manage independently the electoral registry and the Center tab.
Therefore, the OAS will not be involved in the organization and implementation of elections in Haiti, as was the case in the past. Indeed, the regulation plan of migration come into force around March 2010, after full approval of the new version of the Dominican Constitution in January. In turn, the Haitians living in the neighboring republic to be eligible, must have documents Haitian.

B. DYING TO LIVE: THE MIRACLE OF WISDOM
"Unless a grain of wheat falls to the ground and dies, it bears much fruit ..."

Haiti: Our countrymen are elected according
First Haitian American elected mayor of Spring Valley, a suburb of New York, Noram F. Jasmine and her team of four deputy mayors, three compatriots took the reins of the City of Spring Valley. A team that promised much to the different ethnic groups in this village about 40 000 people.
The first woman elected mayor of Spring Valley came into office Monday. In an atmosphere of brotherhood, members of the Haitian community in this village have invested Monday Ramapo Cultural Art Center to celebrate the accession of Noram F. Jasmin, their first fellow elected to this position throughout the State of New York. Ms. Jasmin shares the responsibilities of the District Municipality of Ramapo with three other Americans whose Haïtiano Joseph Anthony Desmaret elected at the same time as last November 3.
After the ceremony of swearing in the morning of Monday, December 7, a feast was held in the evening to celebrate the event. Protests led by Haitian artist Faustin Beaurevers have highlighted several talented operating in this village in the northwestern state of New York. Jeannette Bayardelle, Ghislaine Pierre, Hyppolite Sullyte Elie ... are, among others, Haitian voice that charmed the audience.
The problems of housing, social security and juvenile delinquency are the main concerns of Ms. Jasmin and her team hope that the cooperation of the community of Spring Valley. "Being aware of the heavy responsibilities that lie ahead, my team and I are committed to bring a substantial improvement in quality of life of our village," promised the mayor.
Noram Jasmin and his assistant Anthony Desmaret direct, Demez Delhomme, Anthony Leo, the two other Haitian American, and Joseph Gross, a Jew, must work together to administer the village of 6.5 square kilometers. Mother of two boys, the new mayor to tackle already meet the very high level of safety of this community.
Mr. Desmarais, meanwhile, believes his experience and his intellectual capacity will allow it to be "the vanguard for the proper functioning of the mayor." He promised to work tirelessly to change the status quo. "Your trust placed in me will be effectively served," says that elected that now Americans will call "Deputy Mayor".
Ms. Jasmin was the direct assistant of George Darden for four years, while Joseph Desmarais has lost his post as deputy mayor in 2007 in favor of Demez Delhomme and Anthony Leon for Mayor of Spring Valley. Following the November elections, the three former competitors fall into this same administration for the benefit of the 42 ethnic groups that make up the population of Sping Valley.

Haiti: Indictment alleges Haiti telecom scam
Two executives of a Miami-Dade telecom company, two former officials with the Haitian government and the president of a Florida consulting firm were indicted for their alleged roles in a foreign bribery, wire fraud and money laundering scheme, U.S. officials say.
The indictment alleges that the defendants participated in a scheme to commit foreign bribery and money laundering involving Haiti's state-owned telecommunications company, Haiti Teleco.
The five individuals charged are: Joel Esquenazi, 53, of Miami; Carlos Rodriguez, 53, of Davie; Robert Antoine, 61, of Miami and Haiti; Jean Rene Duperval, 43, of Miramar and Haiti, and Marguerite Grandison, 40, of Miramar, Duperval's sister.

f Dany Laferrière is a novel deep, serious, tender, generous, from the heart. He was honored in France and Canada by several literary prizes. Laferriere told during the evening in his honor at the Ministry of Culture and Communication, this book, he saw emerge and flourish at his fingertips.
Haiti has reaped a harvest of literary prizes in 2009. Thirteen total awarded to our writers: Lyonel Trouillot, Yanick Lahens, Emmelie Prophet, Edwidge Danticat, Louis Philippe Dalembert, Dominique Batraville Guy Regis Junior to name a few.
The Ministry of Culture and Communication took the evening tribute to Dany Laferrière to greet last night, the Haitian writers whose works are others looking at us differently.
